  • Capacity Building, Cooperative Act 1925, Polices reforms, provisions  of vehicles, Study of worlds best practices of cooperative development model to introduce contemporary  development initiatives 
     
  • A separate Legal Branch is required  
     
  • Ban on registration of new societies imposed on 1997. Policy revision is required to realize the true potential of cooperative model. 
     
  • Enhancement in MCL is required to meet the market competitiveness. 
     
  • New and revised credit policy should be devised inline with modern banking credit system. 
     
  • The department is still relying upon old generation of cooperatives. There is need to review the policy to introduce new generation cooperatives keeping in view of the changing dynamics of rural and urban requirements. 
     
  • The approval of  layout plans of the housing societies  inordinately delayed on the part of MCs and development agencies. Policy is required to enhance the role of the department in the process of approval of layout plans. 
     
  • Capacity building of staff is required to address the issues of housing sector. 
     
  • Strict implementation of regulatory laws is required to discourage illegal commercialization in housing societies. 
     
  • Strict implementation of regulatory laws is required to discourage illegal sub-division of plots. 
     
  • A 2% component of tax be retained by the department for computerization of Lands Titles and Records (CLTR).
